			<content:encoded><![CDATA[<p>Miami has now hosted an NFL-record 10 Super Bowls.Â  And when NFL historians remember those 10 Big Games in South Florida, they instantly recall two of them before the other eight.Super Bowl III: Jets over Colts in 1969.Super Bow XXIII: 49ers over Bengals in 1989.Those games are remembered for good reason.Â The biggest Super Bowl upset ever is an incredible storyline.So too is the league?s best quarterback leading the league?s best team down the field for a championship-winning touchdown in the final minute of the game.It?s true.Â  Those Super Bowls deserve their rightful place in history.Â  But this column isn?t about those Super Bowls.Â It?s about a common storyline that connects each of the last four Super Bowls played in Dolphins Stadium (now known as Sun Life Stadium, but this whole name-changing ordeal is gettingridiculous).Â Miami is where some of the best and longest-suffering quarterbacks in NFL history have had to go to win football?s greatest prize.Â  It?s been that way for exactly 15 years.Â Â Â Â Â Â Â Â Â In Super Bowl XXIX (1995), Steve Young finally escaped the darkness of Joe Montana?s shadow.Â In Super Bowl XXXIII (1999), John Elway rode off into the sunset as a two-time defending Super Bowl winner.Â In Super Bowl XLI (2007), Peyton Manning became a world champion, and at long last, totally silenced his critics (OK, for one year at least).Â And speaking of Peyton Manning, well, for most of Super Bowl XLIV, it looked like lightning would strike twice for him in the Florida Gardens.But suddenly, the football gods intervened.?We?ve already helped Peyton get a ring,? the gods reasoned.Â  ?It?s Drew?s time now.?And suddenly, magic happened.The Colts? The Swedish Under-21 international left-winger has been knocking on the first-team door but Ferguson wants him to gain experience at First Division level.The agent for the Benfica goalkeeper Robert Enke, who will be out of contract in the summer, has denied re-opening negotiations with United over the possible transfer of the German.Enke, a former Under-21 international, turned down the opportunity to move to England in the summer because he did not want to play second fiddle to Fabien Barthez. Recent reports had claimed that the former Borussia M?engladbach keeper was confident of displacing Barthez because of the Frenchman&#8217;s erratic form.But Enke&#8217;s agent, J?Neblung, said: &#8220;The last conversation we had with manager Alex Ferguson and chief executive Peter Kenyon was last summer regarding the player&#8217;s transfer. More than one in five state school students (21.6 per cent) offered a Cambridge place will never get to the university because of disappointing A-level results, compared with less than 15 per cent of fee-paying students.John Dunford, general secretary of the Secondary Heads Association, which represents schools in the both state and independent sectors, said Ox-bridge interviews were not doing justice to state pupils. &#8220;State school pupils find the Oxbridge admission procedures less congenial than independent school pupils. The interview process is still causing problems for the less confident students, who do tend to come from state schools.&#8221;The colleges admitting the highest proportion of state- sector pupils were King&#8217;s at 78 per cent; Robinson, 64 per cent; and Fitzwilliam, 60 per cent. Christopher Neil Lewis Penny, artist and teacher: born Blandford Forum, Dorset 24 February 1947; married 1977 Ailsa Kennedy (one son, two daughters); died Bury St Edmunds, Suffolk 5 November 2001. His teaching reflected the craftsmanship and integrity innate and apparent in his own prints and watercolours, some included in the Morley Gallery retrospective organised hastily by friends just before his early death.The artist and teacher Ian Welsh, eventually a colleague, remembers his first encounter with Penny. </p>
<p> Welsh had hired arts films to show students at Harlow Technical College. There in one was Chris Penny,suddenly filling the room like a bubbly-haired, blond Adonis. Asked by the unseen interviewer, &#8220;Why did you come to London?&#8221;, Chris, looking straight at the camera, and with that expressive eyebrow of his raised, uttered the immortal words: &#8220;Well, I was in an apr?art school situation&#8221;, which for me defined perfectly being unemployed as a young artist.Penny was born in Blandford Forum, Dorset, in 1947, and studied at Bournemouth College of Art, 1964-68. His lecturing experience was to include periods at Harrow, Camberwell College of Art and for many years as head of printmaking at Byam Shaw School of Art in north London. Between 1972 and 1979, Penny contributed prints to the Royal Academy Summer Exhibition. He moved to East Anglia in 1979, taking up a fellowship at Norwich School of Art. With Ian Welsh and Patrick Jones, he was included in the John Brinkley Fellows 1981/82 show at the Norwich School gallery.When Welsh took over the foundation course there, Penny was &#8220;at the top of my wish-list when it came to choosing visiting lecturers&#8221;. </p>
<p> It began a 10-year teaching partnership first at Norwich &ndash; the students there christening them Fat Man &amp; Boy Blunder &ndash; then at Mill House, Welsh&#8217;s private art school on the Norfolk/Suffolk border, and finally at Chelsea Art School in London.There, Welsh arranged for Penny to take onan overconfident group of postgraduate, cutting-edge printmakers. I watchedfascinated as he de-constructed their collective cool and wowed them with his technical knowledge. Then, out of respect for their individual interests, he was able to offer them a way forward in their development.His students appreciated the extrovert, ebullient raconteur, who always had an eye for detail. Chris was profoundly serious and often insecure and I believe that it was this paradox that informed his work.Hundreds of unpaid hours were given by this enthusiast.Penny&#8217;s reputation as a fine-art printmaker led to limited-edition etchings from several British and American publishing houses. The National Trust, American Express, Eastern Electricity, Phillips Petroleum and a number of Cambridge colleges commissioned images.His period at Chelsea brought to an end his formal teaching in the early 1990s. He then concentrated on his own prints and a fine series of watercolours. </p>

He made memorable contributions to recordings by, among others, Floyd Cramer, Patsy Cline, Brenda Lee, Ray Price, Kris Kristofferson and Merle Haggard and by the 1970s was working as a producer for Monument Records.It became clear, however, that he was becoming jaded by new trends in record production and in 1978 he returned to the life of a touring musician; working alongside first Jerry Reed and then, until his retirement some 16 years later, with Willie Nelson. He remained modest about his achievements, sayingI&#8217;m not a star. Makin&#8217; a good record and havin&#8217; it accepted &ndash; just bein&#8217; part of havin&#8217; a hit record &ndash; that&#8217;s what mattered to me.Paul Wadey. Llywelyn (Lyn) John Evans, journalist and television executive: born Cardiff 16 July 1914; Officer for Wales and the West of England, Independent Television Authority, 1959-79; OBE 1969; married 1939 Edna Evans (one son, two daughters); died Cardiff 3 December 2001. The first commercial television company, Television Wales and the West (TWW), founded in 1958, shared its territory with Granada. When in 1962 a new consortium, Teledu Cymru, was launched under the leadership of Dr Haydn Williams, Director of Education for Flintshire, its main rival was TWW. </p>
<p> Unable for technical reasons to reach its target audience &ndash; its signal was too weak for the mountainous terrain &ndash; Teledu Cymru ran almost immediately into financial difficulty and, amid bitter acrimony, folded less than a year later.That TWW was able to take over the assets and function of Teledu Cymru, including the provision of seven hours of Welsh language programmes a week, a crucial consideration, was in large measure facilitated by Lyn Evans, the Independent Television Authority&#8217;s Chief Executive in Wales. The eyes and ears of the ITA (later the Independent Broadcasting Authority, or IBA, and now the Independent Television Commission, or ITC), Evans brought to his post a profound understanding of the politics of broadcasting, as well as managerial skills of a high order, which ensured that the takeover and subsequent course of independent broadcasting in Wales would be as smooth as possible.Although he avoided the limelight, preferring to play the discreet civil servant, it was generally known that Evans was at the heart of the decision-making process. He provided, moreover, a persuasive voice in the committees of the ITA in London.At home, although the most genial of men, he was not averse to speaking plainly if he thought the interests of programme-makers and television executives were in jeopardy. Television, he believed, was a vital sector of the nation&#8217;s cultural life and needed the most favourable circumstances if it was to flourish.The same commitment to high standards was demonstrated by Evans after the establishment of Harlech Television (later HTV in 1967), which he oversaw with his usual percipience. One of his extra-office duties, which he accepted with alacrity, was to undertake public engagements the length and breadth of Wales, in which he was able to speak with great eloquence to lay audiences about the complexities of broadcasting policy and practice.Born in Cardiff in 1914, Lyn Evans was the son of Howell T. Evans, headmaster of the County School at Aberaeron in Cardiganshire, where he was brought up from the age of four. He was inordinately proud of his father&#8217;s reputation as the author of a number of books on the history of Wales, some of which were widely used as secondary school textbooks during the inter-war years, and wrote an affectionate biography of him, Portrait of a Pioneer (1982).Although his father was a major influence on his cultural attitudes, it was a matter of regret for Evans that, typical of the time and class to which he belonged, he had not been brought up Welsh-speaking, something he put right when, as a young adult he learnt the language. </p>
<p> It was a source of pride to him that his three children were able to speak Welsh.Nor did he emulate his father&#8217;s distinguished academic career, but left school at the age of 15 to become a cub reporter on the staff of the South Wales Journal of Commerce in Cardiff&#8217;s docklands, then as a staff reporter for the Western Mail and The South Wales Echo.After Second World War service with the RAF Evans he joined The Daily Herald (in South Wales and London), and finally the News Chronicle as editor of its Welsh pages, a post he held until the late 1950s. He moved from journalism into the Civil Service on his appointment as Senior Information Officer of the Central Office of Information in Cardiff.In 1959 his experience as an administrator and journalist covering Welsh affairs helped him secure the new post of Officer for Wales and the West of England in the Cardiff office of the ITA where he remained until his retirement in 1979. For his services to broadcasting in Wales he was appointed OBE in 1969.A private man, as much by instinct ads by the exigencies of his profession status, Lyn Evans nevertheless played an active role in the social life of Cardiff. He was for many years President of Cardiff East Rotary Club and a member of the Cardiff Welsh Dining Club, a select and influential group which meets in the capital. He was also, as a staunch Baptist, a trustee of Tabernacl, the chapel in the heart of the city&#8217;s shopping centre and a member of several choirs.Meic Stephens. </p>
<p> Hence the extreme moderation of its campaign to improve conditions for the 1,500 monkeys and apes imported to Britain for the purpose of research. While the intimidatory zealots of the animal-rights movements should be condemned &ndash; and indeed the Government was right to step in to prop up Huntingdon Life Sciences when potential bankers were scared off &ndash; it must be said that the RSPCA does not go nearly far enough.The case for using monkeys and apes to test whether substances or procedures might be harmful to humans simply cannot be made. &#8220;Because we can,&#8221; is the real pragmatic justification for all manner of human cruelty to other animals, but the best modern philosophers are unable to provide robust ethical foundations for much that is accepted practice. The very reason why non-human primates are used in research undermines the moral case for doing so: that they are so closely related to us.It is easy to see why the RSPCA did not go so far as to call for an outright ban on the use of monkeys and apes. The next question is: why stop there? For a campaigning organisation trying to mobilise the soft underbelly of Middle British opinion in order to achieve immediate relief for animals, the society wants neither the distraction of awkward philosophical questions nor the taint of animal-rights fundamentalism.A reasonable person may conclude that some animal testing is justified and may have no qualms about pulling the wings off the much-experimented-upon fruit fly in the name of science, while wanting to draw the line somewhere between the fruit fly and the monkey in the scales of intelligence and sentience.For all its good work, including last week&#8217;s campaign drawing attention to the poor conditions of chickens reared for meat, the RSPCA has been too timid this time. The use of chimpanzees in research was banned in Britain in 1986 and is on the way out in the Netherlands, the last remaining EU country to allow it. </p>

He might have been praised for his over-achievement, the fact that despite three bouts of surgery on knee injuries he fought his way back from the boundaries of the professional game while playing for the Scottish Claymores in the European League and is now an impressive cog in a team which against heavy odds last week upset the formidable Pittsburgh Steelers But, in normal circumstances, guards do not get headlines. If they are lucky, the quarterback they protect all season takes them out for an end-of-season dinner and perhaps slips a gift under their napkins. Walter Payton, a legendary running back, explained why he presented his offensive linemen with Rolex watches at the end of one memorable season. &#8220;I just wanted to thank them for giving up bits of their body on my behalf.&#8221;That was the kind of football imagery which sailed beyond inspection before 9-11. </p>
<p> As did the behaviour of Super Bowl stars like the late John Matusak, of the Oakland Raiders, and Frenchy Fuqua, of the Steelers. In 1981 Matusak &ndash; who earlier in his career had told a highway patrolman &#8220;I like to be prepared&#8221; when questioned about the magnum revolver and machete in his glove compartment &ndash; came late to an early morning press conference. He explained that the barman in Bourbon Street had been slow to call a taxi. In 1976, Fuqua paraded through the French quarter wearing a skintight lavender jumpsuit, full length pink cape, white musketeer hat with plumes and patent leather shoes with goldfish in the built-up fibreglass heels. </p>
<p> Eventually, Fuqua abandoned the shoes because of protests that the goldfish kept dying.Given time, such irreverence may re-emerge but plainly levity is low down on the agenda of Super Bowl XXXVl. It could hardly be otherwise in a game which believes so ferociously that it represents the heartbeat of the nation. Certainly the resurrection of the old voodoo queen Marie Laveau, a staple of the hype preceding the eight previous Super Bowls staged in New Orleans, is conspicuously absent this time. The local theory, allegedly, is that the spirit of Madame Laveau, aggrieved that her tomb was disturbed by the building of the Superdome &ndash; it is said to have occupied what today is the middle of the 50-yard line &ndash; rises up and causes all kinds of trouble, not least the regular imposition of a &#8220;blow-out&#8221;; a one-sided game. Another voodoo coup, it is claimed, came when a Super Bowl extra in the half-time show, blew off several of his fingers while helping to re-enact the British defeat in the Battle of New Orleans.Reproducing war is, understandably enough, not a high priority on Sunday&#8217;s menu &ndash; at least until a defensive lineman sniffs the blood of the opposing quarterback.As the security man said, America believes it is in a state of war &ndash; and for the first time since the Civil War &ndash; on its own soil. Still, sport must go on after its unprecedented weekend off last September. That it has reasserted its role in the building of national morale was perhaps confirmed the other day when a spokesman for the American special forces in Afghanistan revealed that one servicemen had been given the task of reporting to units around Kandahar the day&#8217;s sports scores The appointment was explained cogently enough. </p>

In every other system of distribution, most notably food, the public has largely chosen, through the dynamics of the market, to dispense with doorstep delivery &ndash; or decided to pay the extra costs if they want such a luxury.I recall, as a child, that there was always some regular trader hammering at the door The baker came on Mondays, Wednesday and Friday. The butcher came on Friday, the grocer on Tuesday, and the milkman and the newspaper boy arrived every day. Today, all &ndash; even the milkman &ndash; are virtually a thing of the past. Customers have voted with their feet to collect their own provisions themselves from their own suppliers. </p>
<p> No government was involved in any of these changes.Society has evolved with the market place, and the desire of consumers to shop around; customers willingly choose to forgo the convenience of doorstep delivery in favour of the supermarket run. No doubt if food distribution had been nationalised we would still be having interminable arguments as to whether daily deliveries of bread and milk should be subsidised at taxpayers&#8217; expense.So why do we still accept that post vans and postmen, which are legacies of our Victorian past, should still traipse to every address in the land? It is time for the public and the politicians to face up to the obvious. If Rowland Hill, who invented the system 160 or so years ago, were to return to earth he would be horrified that his once-revolutionary system of communication had not kept pace with technology. What would he make of the e-mail, the fax, the telephone and the text message? He would surely be the first to say that in such circumstances the day of the traditional postman and universal daily letterbox delivery service was done.The post-box hire system is a much more efficient way for us to distribute what remains of the declining number of paper items we still need to deliver to each other. </p>
<p> Most people would surely prefer the convenience of calling, at their convenience, at a collection point in their town or village, at the time of day to suit themselves. If we knew that our mail could be properly collected from a sorting office, newsagents, village shop, or even the doctor&#8217;s surgery, where we could pay an annual charge for the hire of a box, many of us would be willing to collect our own mail, at our own convenience.With internet access now available to 40 per cent of households (rising from virtually nothing in just five years or so), it can only be a matter of another five to 10 years before nearly every household is on-line. At that point, regular bills such as gas, electricity and telephone will not need to be physically sent to individual households. No one in their right mind now trusts the conventional postal system for documents of value.Sometimes we allow ourselves to be ruled by the mythical little old lady living alone in the back of beyond who must, according to the politicians, be the sole reason for maintaining an outdated 160-year-old system of communication. But the little old lady probably shouts even louder about the desire to collect her pension from the village sub-post office rather than have it paid into a bank account Fine. So why can&#8217;t she collect her letters from a mailbox from the sub-post office at the same time?Postman Pat, as a commercial proposition, is as unsustainable as the milkman or the coalman. </p>

Greed was good, there was no such thing as society and everyone became a consumer. Choice and the needs of the individual are still the buzzwords in any policy document We all want the best for our children. The difficulty with getting the market to deliver is that markets require the weak to go to the wall. </p>
<p> In other words, the people who produce the worst products fail. As children are the only product in the education system, that means that the least successful schools and the least successful pupils will fail.After 20 years of a consumerist philosophy, a public-sector mentality is beginning to kick back And it is different; it has to be. For a public service to survive we have to accept that, for example, rural buses will always be uncompetitive, and that poor children need money thrown at them. We may never send a letter to Penzance or Plockton in our lives, but people live there and their service needs to be as good, or as bad, as mine in London, irrespective of cost.This, then, was the lesson teachers were trying to give Estelle Morris at Easter. If you want a decent education system, you have to pay for it. But the subtext of that message was even more important, and significantly different from my conference days in the Eighties. </p>
<p> In a strange way the unions may just have learned their lesson from Thatcher. In arguing their case they were in effect saying: &#8220;We are all in this together; parents, children, teachers alike.&#8221; There is no &#8220;us and them&#8221; any more, or perhaps more accurately, &#8220;you and me&#8221;. There is only what &#8220;we&#8221; want, what we really, really want, as a society.Whether the withdrawal of labour will achieve this is a moot point. But in a democracy we have to have some mechanism for challenging the powers that be. The essence of democracy is not whether or not we can vote, but whether we can get rid of a government once it is there, or dissent from the prevailing view.
